When WWE signed their Saudi deal, yeh it's big money, but Saudi call the shots, they say who they want.. That's why the big names like Lesnar, Fury, Goldberg, DX and Taker have always gone. Big individual paydays too..
There are wrestlers that have refused t participate and travel to Saudi. Nothing was said to them.
Sami Zayn - Never travelled because he is of Syrian descent. Saudi Arabia has strained relations with Syria.
Noam Dar - an Israeli / Scottish wrestler
Daniel Bryan - Was due to travel and have a big title match, but refused due to the Khashoggi murder.
John Cena - One of the biggest current stars, had been to Saudi before with WWE, but refused further travels due to the above.
Kevin Owens and Aleister Black - Refused to travel in 2019. Kevin Owen's refusal was mostly due to his friendship with Zayn.
Despite being Jewish- Goldberg and Paul Heyman both have travelled there a few times. Goldberg said he was a bit scared at first, because of his strong Jewish heritage, but received a nice welcome from the fans, so he saw the bigger picture.
Point making, there's a mixture of wrestlers there, mostly top wrestlers.. Anyone who goes to Saudi with WWE get bonuses.
