Was doing research for several paragraphs on the history of the Four-Round Era in CA and came across this wonderful, convenient timeline from BoxRec.
https://boxrec.com/wiki/index.php/USA:_California_Laws
If I'm not mistaken, at it's most basic, both the 1899 AND the 1914 "now it's illegal" laws carried the same loophole: namely prizefights and professionals were a no-no, so the boxing fraternities did an end-run around it with "amateurs" fighting "boxing contests" for "prizes." Both eras had hastily created "athletic clubs" with memberships. Both were paying these guys in various creative ways behind the scenes.
So what was the point of the 1914 law ? It seems to have been the same as the 1899, maybe just with better legal people writing it, to close off a few more loopholes ?
Thanks
