I might be spit-balling, but if Hearn announces a fight and before the date UKAD announce a ban, I think it might mean that any boxing board signed up to WADA codes can’t sanction the fight. Which might be why neither the US (USADA) or Australia (Sport Integrity Australia) would let the event fly. Hearn would need a bunch of cowboys in Saudi to sanction it.

My issue with Benn isn't really that he's been caught cheating - it's his complete denial and obnoxious behaviour towards it all.
He was shite anyway, but if he was a bit more down to earth and gave it the "oh sorry, what am I like eh" jibe, chances are he could have come out of it all a lot better than he has done.
Whereas now, I don't think many would disagree with the book being slapped across his irritating face a couple of times.

So Benn seemingly swerving the BBBoC as presumably they will refer it to UKAD who on their strict liability standard would be banning Benn even if they accepted that he accidentally ingested a prohibited substance...
The WBC ruling doesn’t actually help Benn in the UK or with his continued defence that the testing process was flawed. I don’t see how he can justify fighting abroad without a board ruling on this.
