How do I add fighters to the records?

Hello, I need to add fighters to the official records so the State Athletic commission can find them. How do I add people? Thank you for any help.

That doesnt make sense, the state athletic commissions enter the fighters into the system when they issue their Fed IDs.

Thank you, I was told by the Head of the State athletic commission that I had to add them.
