Assuming he fights his best, Bad Bennie beats SRS, most likely by decision. I also think it's within the realm of possibility for Bad Bennie to win by KO or TKO, sometime after the fifth round.
Bad Bennie's superior strength, punching power, and infighting acumen would have dictated the fight's outcome. I doubt that SRS was good enough at technical boxing to keep Bad Bennie at bay.
On the other hand, there is an outside chance that SRS might have decisioned Bad Bennie, who sometimes put on sluggish performances. But IMO there's only a 20% chance of SRS winning.
Another factor is where the fight takes place. If it happens in Philly, that's like throwing SRS to the lions, and he'd lose. On the other hand, if they fight Seattle, SRS's chances of winning improve.

If they fought in the 15-rounder in their prime, Seales would have his moment by outboxing Briscoe behind his southpaw jabs and right-left combinations on the outside in the early rounds, but Briscoe would make Seales looked "Bad" by wearing him down with jabs of his own along with his body punching, left hooks and right hands in the middle rounds before either taking a decision or stopping him in the late rounds.

Do you think SRS was that slick and mobile as a boxer? Watching his films, I get the impression that he did a lot of slugging too.
