Flyweight British rankings seem inconsistent

Can someone explain why some boxers with worse records are ranked above certain boxer's

A record doesnt tell the whole story. If you kept fighting only "weaker" boxers and never challenged one of the betters ones then you have a "good" record. But on the opposite you have guys who competed alot against the realy good ones and they may have "worse" records even if they were better fighters.
