I think the commons opponents argument helps Pep's case. However, you can't count the one against Jock Leslie. This was Saddler's 2nd pro fight and he was just 17.
The DQ loss to Savoie is pretty suspect.
As for the three Hall of Famers that they beat (including each other) - Not all Hall of Famer's are equal. One of Peps is Chalky Wright, who has no business being in the HOF. Saddler beat 3 legitimate Hall of Famers to Peps 2.
Not saying Pep should be not be ahead of Saddler. You can say Pep was more consistent. Just saying it's very close and could go the other way. It's not a no-brainer.

Consensus is:
HW - Ali/Louis
LHW - Charles
MW - Greb
WW - Robinson
But Lightweight... Gans, Leonard, Armstrong and Duran all have a legit shout for that top spot. Everyone has their own pick but any of these 4 are easily defendable positions.
Did I miss anyone?
LH Charles, Tunney
SM - Langford - he was surely at his best around 168? Jones?
MW - Greb, hagler, monzon
WW SRR, Leonard and Mayweather
LW Manny P?
Lightweight Duran
