Ibragimov was a fine boxer. But I always felt he rather belongs at cruiserweight. Ray Austin arguably beat Ibragimov and hurt him couple of times during their fight.
I think, Ibeabuchi would've been physically too strong for Sultan and would've overwhelmed him sooner or later.

The Sultan would outbox Ike behind his southpaw jabs and combinations in the early rounds, then Ike would catch up to him and KO the Sultan in 10 rounds.

already beat guys better than sultan for sure. poor sult couldnt even beat ray austin. ike would probably be a better president than the last 2 as well

It seems to me that Ike was the higher calibre heavyweight, in terms of talent, power, and other traits. That's why I lean confidently in his direction.
In terms of how he'd win - either by KO or decision - I don't know what to say. Anything could happen given Ike's crushing power. Keep in mind too that Sultan, if necessary, could get on his motorbike and run for the full 12 rounds.
A couple of you guys have pointed out that Sultan, just maybe, could put his southpaw jab, tricky boxing skills, and footwork together to get the better of Ike, at least for part of the fight. I can picture that too. In fact, given how well Sultan fought against Shannon Briggs, I wouldn't totally rule out that he scores an upset over Ike, assuming he's lucky.
But still, in my mind, Ike stands an 80% chance of victory against 20% for Sultan.
