Realistically they'd rely and piggyback on Canelo's high profile and fans to generate those PPVs and those big paydays. Its a smart thing.

I agree with your general sentiments, but I sincerely believe that Errol Spence Jr. would never agree to facing Jermell and Jermall Charlo.
The other PBC guys, like Jermall Charlo and David Benavidez definitely need up their games and start facing better opposition though.
I think Spence would beat both Charlos @ 154 and 160. Spence has a big frame for a 147.
The thing is these PBC stablemates need to create their own legacy and fight each other. (Mall vs Benavidez vs Plant?)
