Murtazaliev-Culcay: Vacant IBF Junior Middleweight Title Fight Heads To Purse Bid

The teams for Bakhram Murtazaliev and Jack Culcay will wait until the new year for instructions on next steps.

Boxing Scene has confirmed that the ordered vacant IBF junior middleweight title fight will head to a purse bid hearing. The development comes one day after the sanctioning body-imposed deadline passed without a deal in place following a negotiation period of more than 30 days.

The only remaining issue at the moment, however, is when an actual date will be scheduled. Boxing Scene has learned that neither side has heard from the IBF, though likely due to the Friday deadline preceding a holiday weekend.

Russia’s Murtazaliev is promoted by Main Events and managed by Egis Klimas. Germany’s Culcay is promoted by AGON Sports, whose company has a history of sending fights to—and winning—purse bid hearings.

As Boxing Scene previously reported, both parties were prepared to enter talks for such a fight as the likelihood increased that Charlo (35-2-1, 19 KOs) would vacate his title. Murtazaliev was the mandatory challenger since November 2019 but was offered a step-aside package multiple times to allow Charlo to further unify the divisional titles and pursue more lucrative fights.

Charlo ran out of exceptions after his failed bid versus undisputed super middleweight champion Saul ‘Canelo’ Alvarez (60-2-2, 39 KOs) on September 30 in Las Vegas. The fight already cost him the WBO 154-pound title, which he had to give up the moment he entered the ring for the Showtime Pay-Per-View event. The WBO agreed to acknowledge him as the undisputed champion until the pre-fight introductions, at which point Tim Tszyu (23-0, 16 KOs) was elevated from interim to full WBO titleholder.

Charlo still holds the WBC and WBA titles.

Murtazaliev (22-0, 15bKOs) became the mandatory after a November 2019 win over Jorge Fortea in their title eliminator. He has since fought four times, all buried on Premier Boxing Champions (PBC) non-televised undercards and versus non-descript competition.

Culcay (33-4, 14 KOs) has won eight in a row since his return to the junior middleweight division.

The former secondary titlist lost to Demetrius Andrade in their March 2017 WBA 'Regular' junior middleweight title fight. A loss to then-unbeaten Maciej Sulecki seven months later sent Culcay to the middleweight division, where he won three in a row before a twelve-round loss to Sergiy Derevyanchenko in their April 2019 IBF middleweight title eliminator in Minneapolis.

A return to 154 and to Germany has seen Culcay resurface atop the IBF rankings, though mostly versus middling opposition.

Whoever lands the rights to the fight and where they choose to stage it is of less concern to the Murtazaliev side than when it takes place. Murtazaliev is a devout Muslim and eager to fight for his first major title by no later than March 9, prior to Ramadan which is observed from March 10-April 9 in the coming year.

Vacant IBF Title Fight Purse Bid Hearing Scheduled For Jan. 11

Bakhram Murtazaliev and Jack Culcay now have their marching orders.

Boxing Scene has confirmed that the IBF has scheduled a purse bid hearing for January 11 to determine promotional rights for the ordered vacant IBF junior middleweight title fight. Both camps previously informed Boxing Scene that a deal was not reached upon the December 29 deadline but that neither side heard from the sanctioning body regarding next steps.

That matter changed Tuesday morning, as the IBF’s first official piece of business for the new year.

“On November 21, 2023, the IBF ordered #1 rated Jr. Middleweight Bakhram Murtazaliev and #2 rated Jr. Middleweight Jack Culcay to begin negotiations for vacant IBF Jr. Middleweight Title,” IBF president Daryl Peoples informed all registered promoters in a letter obtained by Boxing Scene. “An agreement could not be reached within the time frame set forth by IBF.

“The IBF is ordering a Purse Bid in these offices on Thursday, January 11, 2024, at 12 Noon. Bids must be submitted at 11:45 AM to be promptly opened at 12 Noon.”

The declaration marked the second IBF purse bid scheduled for that date. As previously reported by Boxing Scene, the Jack Catterall-Richardson Hitchins junior welterweight title eliminator hearing was also postponed to January 11 from its originally scheduled January 2 session.

The two sides can still negotiate in an effort to reach terms until 15 minutes prior to the purse bid hearing. Absent that, Murtazaliev and Culcay are each entitled to 50 percent of the winning bid.

Promoters who wish to participate in the session are required to submit a $5,000 nonrefundable fee along with a ten-percent deposit of the placed bid. The promoter who submits the highest offer is then required to submit an additional ten-percent deposit to fully validate the bid and secure full promotional rights.

The winner of the forthcoming bout will claim the IBF junior middleweight title vacated last November by Jermell Charlo, who still holds the WBA and WBC titles and remains the recognized lineal champion.

AGON Sports ($666,300) Wins Purse Bid For Vacant IBF Title Fight

AGON Sports has done it again.

The Germany-based promotional company secured promotional rights to the Bakhram Murtazaliev-Jack Culcay vacant IBF junior middleweight title fight. AGON—Culcay’s promoter—submitted $666,300 to outpace TGB Promotions’ $500,000 bid for the ordered matchup.

A $66,630 deposit was submitted with the winning bid. An additional ten-percent deposit—totaling 20 percent of the bid—is required within the next five business days to further validate the purse bid result.

The fight will likely land in Germany. Boxing Scene has learned that one explored scenario is for the vacant title bout to take place on April 6 in Berlin. That could be an issue. Murtazaliev is a devout Muslim and eager to fight for his first major title by no later than March 9, prior to Ramadan which is observed this year from March 10-April 9.

The world has been waiting for some activity at 154 lbs.
The world has been waiting for WBC & WBA to strip Jermell Charlo. He is not going to defend his titles, he is not going to fight in this division ever again.

IBF Jr. Middleweight Title Fight Finalized For April 6 In Berlin

Bakhram Murtazaliev will have to fight on the road and during Ramadan for his first bid at a major title.

Boxing Scene has confirmed that the vacant IBF junior middleweight title fight between Russia’s Murtazaliev and Germany’s Jack Culcay will take place on April 6 at Stadthalle Falkansee in Berlin. AGON Sports, who won a January 11 purse bid to secure promotional rights to the fight, received formal confirmation from the sanctioning body to move forward with the event.

“The IBF has granted formal sanction approval for the IBF Jr. Middleweight vacant championship title between Bakhram Murtazaliev and Jack Culcay,” IBF Championship Committee chairman Carlos Ortiz informed all involved parties in a letter obtained by Boxing Scene. “The bout is scheduled to take place on April 6, 2024 in Stadthalle Falkensee, Berlin, Germany.

AGON Sports, Culcay’s promoter, submitted $666,300 to outpace TGB Promotions’ $500,000 bid for the ordered matchup earlier this month. The Germany-based promoter complied with the IBF’s purse bid terms, which required two separate deposits of ten-percent each ($66,630)—totaling 20-percent of the winning bid—within five days of the session to validate the result.

"Murtazaliev" is whom I'm favoring in this bout.

I think his size will prevail.

I just watched highlights of both of these fellows.

"Culcay" is a very gutsy little guy. He will put up a tough fight.

The Big Russian will likely be too much though.

He's basically a combination of Kelly Pavlik and Artur Beterbiev.

"Culcay" is 38. He might become old overnight. He will put up a good exciting fight for 4 or 5 rounds, then I think "Murtazaliev" will start to become too much.

"Murtazaliev" by later rounds tko is the likely outcome.

takes years of step aside paydays not to fight a guy who would outclass him, gets guaranteed activity cuz pbc makes sure to keep him active on their cards, then gets a world title vs a euro level opponent. congrats bakhram, a rather circuitous route to a title :clap:

It looked like a great bout based on the highlights.

The little guy was gutsy but the big Russian was too big and Strong.
