The only solid opponent he has won with in recent years is Zhilei. And neither of them showed off in that fight. Zhilei drew with Forrest and his best wins were against spiraling down stars like Joyce and Wilder. From what i see from Bakole, I believe he belongs to current heavyweight top. With both Parker and Zhilei I'd use some win against more unquestionable opponent in order to say the same.
But i would consider putting Kabayel and Dubois ahead of Bakole, especially after Miller's fight with Ruiz.
Zhang, who Parker beat, drew against Forrest. Hunter, who beat Bakole, drew against Forrest. We can all expose holes in records like that...
Zhang's best wins are against spiraling stars such as Joyce and Wilder, whereas Anderson's best wins against spiraling "stars" such as Charles Martin and George Arias.
I think you're inflating Bakole's record of untested Anderson, 42 year old Takam and exposed Yoka. Parker and Zhang's opponents have way less questions surrounding them than Bakole's.
Hunter has a lot of other fights to back up his skills. Therefore i consider his fight with Forrest to be only a slip. I don't think Bakole lost to the same Hunter, that drew with Forrest. For Parker i also don't count his even fight with Junior Fa, with which average fighters are mopping floor nowadays. Perhaps Zhang's fight with Forrest was also a slip but we have less proofs for that. At least that's how i interpret this.
I think either way Anderson and Bakole had more "stable" opponents, less spiralling down.
We can get into details like this but i think i can explain you my point of view another way.

More or less i allready explained why.
I rank as if i would advise some promoter or some turki alalshik what matchmaking to make. Parker, Wilder, Zhang all lost some fights and now should make space, fight someone from lesser rank. Instead they are like club that looses matches but refuses to move to weaker league, keeping place in premier league, fighting between each other. Right now Zhilei wants to fight Chisora, Parker called out Whyte. Adding those 2 we can get upto 7 additional fights like this. In economy there is such a term like 'bubble'. That's how I would describe what we'll get following this path. Therefore i'm getting more excited over fights of those "fresher" opponents and therefore I rank them higher. They have more credibility for me. Later People complain that we have the same faces in heavyweight for years and so on. Of course that's only my opinion, you can have yours.
But i'll gladly read if for some reason you disagree with me.
