Cintron could probably have beaten Baldomir. Baldomir wound up becoming Welterweight Champion while Cintron never did, but that's mainly down to opportunities that they got.
Cintron's primary weakness seemed to be chin, and in hindsight maybe those 2 losses to Margarito were against a man with loaded gloves so who's to say if his chin really was that weak?
Even if a weak chin was his problem, I don't think Baldomir is the guy to take advantage of that. He was fairly slow. Not exactly a big puncher. I think Cintron could've UD'd Baldomir.

Baldozar was slow with a good chin. Kermit was solid - had Margarito not sapped his confidence with his plaster hamds who knows what would have happened with his career
