As a big time promoter all you really have to do to keep that going is say your Main Event is a Light Heavyweight Title fight. his job is to put on big events to be fair, its not really glaring that he wouldnt spend money on the lowest levels. local communities should do more for that.
That's really all it takes to keep the big fights coming.
I'd think there'll always be local promotions to build them up through their early fights. If not he may have to hire a guy who's focus is strictly on Prospects, and keeping an eye out for Upcoming Talent.
