Actually, I was thinking about this fight the other day.
Guess, it depends on which version of Mercer shows up (as is often the case).
IMO, a specific timing of the fight also matters here.

Foreman in a canter, Mercer would eat huge shots for 10 rounds. He’d have his moments, but lose 7-8 of 10 rounds against the immovable object that is George

Foreman's worst losses in the 90's were against Tommy Morrison and Shannon Briggs. Mercer in his prime lost to a journeyman.

There results are kinda all over the place when it comes to common opponents.
I can't see Mercer getting by Big George easily. If it's 1991 I think Foreman wins. By the time we get to 1995 Mercer can probably outhustle George by then. Certainly by 1996 or later it's definitely Mercer.

If I remember correctly, there were two rounds after which Ferguson was looking to quit but was talked into continuing by his corner. It was widely publicized after the fight that Mercer had tried to bribe Ferguson, to save his match with Riddick Bowe.

George Foreman by split decision in a war. If Ray Mercer boxes like Tommy Morrison did, then, Mercer wins, but Mercer was not a boxer but an all-out warrior with a great chin. He had one of the greatest chins in heavyweight history.
