Probably.

At heavyweight over the past 15 years globally, I would bet strong money that Tony Bellew, Fabio Wardley and Moses Itauma have always fought clean and with no TUEs for anything involving testosterone to date. Other than that I wouldn't bet money, not to say I don't think there are others who are clean but they are the ones I trust at their word.

the guy who laughed while saying only idiots fail ped tests

we have seen guys get caught multiple times before, for sure it doesnt always stop after the first fail

Well we know Whyte continued doping.

I think it’s safe to say Fury continued doping with his connection to Doctor Uz.

In both cases they were able to get back to headline fights & making huge pay days in no time so why would they stop?
