Barbados Joe Walcott has several victories over men much larger than him I believe. Even a few by KO.
I'd think it's either him or Joe Gans at the top. Gans likely would've had more championship success if not for his early death due to Tuberculosis.
As it is Jack Johnson clearly had the better career, but it's quite likely Joe Gans had the superior talent.

Of the list above, I would rank them like these:
1. Joe Gans: the Ol' Master became the first Black American boxing world champion. One of the greatest lightweight boxers of all-time. I got him at #2 at lightweight. Gans fought over 171 fights!
2. Jack Johnson : Top 3 all-time heavyweight. Historical impact is huge when he became the first Black American boxing world champion to win the Heavyweight World Championship. Held crown for 7 years and beat the likes of Tommy Burns, Joe Jeannette, Stanley Ketchel, Jim J. Jeffries, Sam McVay and the greatest fighter of the decade, the great Sam Langford. Johnson was the first boxer to fight in 5 different decades.
3. Barbados Joe Walcott : All-time great welterweight that fought over 135 fights, not including non-decisions. Won the World Welterweight Championship crown twice. Faced guys that were stronger, bigger and taller than he. He drew with greats like Joe Gans and Sam Langford.
4. George Dixon : Of historical impact and importance, became the first black boxer to win a world title. Fighting out of Canada, fought for 20 years as a professional. Fought over 155 fights not counting non-decisions. Was 3 times Featherweight World Champion and one time World Bantamweight Champion. He fought in 23 world title fights!
5. Tiger Flowers : First Black American boxer to win the World Middleweight Crown. Often ducked by top fighters, had to fight contenders champions that were bigger, stronger and taller than he to get a decent payday. The Georgia Deacon is one of the two boxers that licked the great Harry Greb twice. He beat Greb twice for the middleweight crown. Won 118 out of 141 professional fights, even though nobody in his weight class wanted a piece of him. Dubious decision loss against the great Mickey Walker for the middleweight title.
6. Battling Siki: First Black world boxing champion from Senegal, is also the first African fighter to win a world title.
All these 6 fighters had an historic first. Very ironic.

Interesting thread. Would rank Siki last; he is the only one that wasn't really a great fighter. Otherwise, it is hard to say.

Gans would be top for me. He has a legit claim to be the greatest ever at 135. I think he makes everyone's top 20 p4p.
