I'd have to give the edge to Burley, although Johnson does have a win over Ezzard Charles which Burley couldn't pull off, Burley still has a better resume overall though by a bit.

This is a close call.
Johnson has wins over Bivins, Moore (in 5 tries), and as mentioned Charles.
Burley beat Holman Williams, Coca Kid, Archie Moore (albiet at middleweight).
Both also have several wins over very good but not great opponents. Both were pretty consistent.
The only major common opponent that I can up with is Bivins, but maybe I'm missing someone.
