At160, I would take Burley, Williams and Marshall to win. At 175, Charles, Marshall and Moore beat Toney. I know this is only a partial answer.

James "Lights Out" Toney was a terrific boxer when in shape and focused. But, fighting against these great quality of black fighters of the 1940s, he would not be coming out undefeated. He would win some and lose some.
For example, he and the great Archie Moore would be a classic at middleweight or Light-Heavyweight. Both had similar styles in a way.
Toney lack of conditioning and focused was his downfall. But, at his very best and in shape, a very hard man to beat in any era.
