Just going by the “ eye test” I’d have to put Bruce Curry in there.
The guy was tough and had heart.
He was awkward in there and I’m sure difficult to deal with. I don’t know if he was the worst, but there were moments in fights , I remember thinking, how’d this guy win a title?

Carlos Maussa has to be up there. Some 90's WBO belt holders would be in the mix too.

rahman was better than stiverne, charles martin, bruce seldon, corrie sanders, liakhovich, the shannon briggs that scaped by liakhovich, michael bentt, etc. id put him more as an average belt holder, at least if we're talking the 3/4 belt era

Those kinda guys would have to be the ones that this subject would apply to the most. Guys with kinda awkward styles or bad chins or something that just kinda came and went. One hit wonders of Boxing. They had 1 big moment, and then...gone.
How about Beibut Shumenov at Light Heavyweight? That guy was pretty mediocre right?

There was a guy back I believe in the 80s named kelvin Lampkin. Tough fighter but he got a bantamweight title shot with a sub 500 record. If he won the title, im curious if he would’ve been the only title holder under 500.

There's definitely been guys down at 105 and 108 who have won World titles with records of like 8-3 or something. Something that doesn't look impressive at all on paper, but it was enough for them to be one of the 5 or so best in their weight class because let's face it, there aren't that many human beings on Earth that size to begin with, and there's even less that are that size who choose to become Pro fighters.

Carlos Baldimir was 2 sanctioning fees payments away from being the undisputed and lineal WW champion in 2006. I just remember him being bang average. Would have been in the conversation as the worst undisputed champion in the 3 belt era if not for that.

He's definitely one that comes to mind as one of the all time weakest Lineal Champions for sure.

It was IBF Feather, but you're right, he was 14-16 or so and coming in off three straight losses.
Pedro Feliciano was 7-8 and the USBA champ when he challenged Dave McAuley for the IBF Fly championship. He scored a knockdown before losing a decision.
