This is an interesting matchup to consider because by the time Cotto made it to 154 he was a pretty experienced Championship level fighter, but he's giving away a lot of size and strength to Vargas.

It's kinda hard for me to imagine Cotto being able to beat the stronger Vargas so I guess I'd have to go with Vargas. Would undoubtedly have been an awesome fight though.
