Norton at his best probably beats Cooney, but I don't think it's certain. He's definitely gonna get rocked a few times if nothing else.

cooney still knocks out Norton. Norton was not great against power punchers.

Norton had a better chin than Cooney. Norton was harder to hit. Norton would win this most of the time.

Ken Norton by knockout in 11 against the overrated Gerry Cooney. That knockout win by Cooney in '81 was a fluke. Norton was already washed up at 38 years old.
