Oscar was a really big dude for 135. And he was also deadly in terms of skills. Had dazzling handspeed and power.
I think, De La Hoya would've been far too big, powerful and explosive for Loma at that weight.
I honestly see DLH winning by stoppage.
That said, Loma would've had a better shot at 130lbs. If I recall, Oscar was dropped couple of times during his short reign as a WBO 130lbs titleholder.

Jorge Linares decked him and he lost to Teofimo Lopez and Devin Haney all @135. Just by that, Loma is not a different class to ODLH.
