Democrats winning back the House and the Senate would be great, but's it's just a step in the right direction. He will just use 'Emergency Powers to do almost whatever he wants. As long as the gutless Republicans remaining in Congress refuse to vote him out of office through the Impeachment process, this will continue to happen.

I heard that he said if he loses the senate and can't pass legislation he will just block any legislation that the Democrats try to pass though unless it aligns with his goals. If he simply becomes an impediment to anything being passed I can see the backlash for Republicans in the 2028 election and them being totally decimated. Would be a karmic and beautiful thing.
