Why did Tito not get the Ring 147 belt after beating DLH?

I think they started giving those again not long ago. There was a long pause and i think they were not making the ring belt during the 90's

They revamped their ratings system and implemented the new championship policy in 2001.

The Ring didn't just hand out championships when the new ratings system started. They only recognized undisputed champions as their initial champions, such as Lennox Lewis, Roy Jones, and Kostya Tzsyu. Trinidad didn't win all three belts, so he wasn't champion according to The Ring.
