How does retiring add to his legacy?

Surely to add to his legacy he should beat as many good fighters as he can before he retires.

Kessler and then (win or lose) a belt at l-h

At this stage he can't afford to wait another year to fight again, which he will have to do while Kessler deals with his injury and his mandatory. In a perfect world the titles wouldn't matter, but that's just not realistic, so in the meantime a fight against Taylor or another P4P top 15 fighter would be acceptable as far as I'm concerned.
