Well the term 'white trash' is American but we of course adopt everything American. In America both white and black people user the term 'whitetrash' or 'redneck' as pretty much their equivilent to 'chav scum'. The term 'ghetto trash' is also used more by black people and sometimes by white people, but not as often as they don't want to appear racist.

I don't think its racist perse because a black person couldn't call for example Tony Blair can't be referenced to all white people like the N word can be referenced to all black people. I've known educated African American people who I wouldn't consider racist in the slightest use the term in conversation to describe someones class not their race

Funny, you should write a thesis on this - it would turn the world of literature on its head. Irony has been a literary mechanism recognised as early as PLato's Republic I believe.
