Because many deny thay have a bank account. This is due to them being in heavy debt having spent all their money on Baseball caps, mobile phones, shell suits, fast food, dope & beer etc. So if they are sent a Giro they can cash it at the Post Office and get the cash straight into their hands.

As opposed to going into their bank account and being swollowed up by their debts.
