A super champion, in the WBA's eyes, is someone who unifies their title with another of the big 4. So Mormeck, WBA champion, became WBA super champion when he won Braithwaite's WBC belt.
That is when the "regular" belt is created, and which Virgil Hill picked up.
Usually it stops there. The interim title came into fruition because Hill had a series of injuries and ailments, medically known as fat-pay-cheque-fighting-Maske-itus. So Brudov was made interim champion because of this. The interim champion thing happening was just a coincidence with there being a superchamp too.
Thankfully, the farcical situation will get a little better, as Hill is finally fighting his mandatory (ie the interim champion, which is now actually Arslan, because he beat Brudov.) So then we're down to two titles. And if Haye were to move to heavy, or vacate the belts, that means there is no unified champion, ergo no super champion, ergo the Arslan/Hill winner becomes sole WBA cruiserweight champion.
And to actually answer you're question :P Haye just picks up the mantle of unified/super champion, like Mormeck did when he beat Bell in the rematch - JMM didn't come into that fight with any titles.
And a final little ditty. I think it was boxrec's own Neri who e-mailed the WBA asking them whether they were drug-riddled planks or mindless scheming bastards when it came to this super champion shite. They did actually respond, kind of agreeing and saying they planned to "phase out" the super champions. However, WBA super champions arn't exactly nuclear waste, and given the fact we've now got Mundine as a "regular" champ, I think we can safely assume the WBA will continue to line their pockets in the most ridiculous and enterprising ways they can find.
