Regarding Chavez being over-rated, I find it difficult to come up with a single name that he didn't fight. During his (long) prime I'd look at the ratings for names that would give him a decent fight, and invariably he'd already beaten them or would go on to beat them. Usually with ease. A lot of those names were considered some of the cream of boxing at the time
The guy's certainly not over-rated and as time goes by and there's now 16 division 'champs' etc etc his accomplishments are infact starting to become under-rated if anything

To make an overrated list you should show, preferably with examples, where people rate them. Also, who overrates them; Historians, the general public or boxing fans? All very different to the extent of rendering most overrated lists pointless.

Don't get me started. Ali nee Clay is probably the most overrated fighter in history right now. The US media has made him into some kind of demi-god. Ironically, in his own time he was very widely hated. Aside from all his crooked fights and criminal organizations, he was probably the single person most responsible for the demise of good sportsmanship in this so-called sport of ours.

No, Manny Pacquiao is. Just look around youtube or news articles and see what happens anytime somebody says something even remotely critical of Pacquiao. I don't think so at all, and when I say they say he's "better than Ali", they're talking head-to-head, NOT pound-for-pound, they're as delusional as they come, likely because their entire national significance has become tied up in him singularly. It's not like Americans, or Mexicans, or Puerto Ricans who can usually bring up any number of fighters from "home" who give them pride, Filipinos seem largely ignorant to many of their own greats like Penalosa and are completely wrapped up in Pacquiao as though any criticism of him is like some shot at their entire culture. There aren't many of them around here honestly. If you ever check out the comments of youtube videos of fighters such as Barrera, Morales, Valero, Mayweather, Cotto etc. you see all kinds of ridiculous statements. Same for other Filipino fighters like Bautista, Bobby Pac, Concepcion, etc. who all get praised until they lose, upon which they get insulted like they banged everyone's girlfriend. I've seen enough YouTube comments on all sorts of videos to know not to take that sh!t seriously 
In all honesty & said without exaggeration, I could throw a dart at a random Boxing board anywhere on the web, & I would expect the level of discussion to be a hundred-fold better than YouTube comments. They are the lowest of the low, for whatever reason.

Hell, just look at the poll ringtv.com did for FOTY for 2010, Manny won that shit running away but nobody with any kind of rationale could possibly pick him over not just Martinez, but Montiel and Lopez too for God's sake.
