Really hard to name just 5. Robinson would have to be there. Then out of Henry Armstrong, Muhammad Ali, Harry Greb, Sam Langford, Ray Leonard, and Ezzard Charles, I could go with any four of them.
Then of course there are many not that far behind them.

My problem with Pep is that his victims list is weak compared to the other guys that you mentioned; or Ali, Leonard, and Charles for that matter.
To be rated with them, he needed to have moved up in weight and beat great fighters there. May seem like an unfair criticism, but when you are talking the absolute cream of the crop, you have to do something extra special.

The great Willie Pep won over 230 fights and only lost 11. Think about that folks for a moment. He cleaned up the featherweight division in his prime, fighting the very best. And he indeed beat and fought some outstanding lightweights and bantanweights.

Pep in his prime before the plane crash was like 130-1? Something like that. That, folks! Is very impressive!

Very great fighter, but he was kinda raw in his approach, and could be outboxed. One of the great Mexican fighters, but his legacy is often exaggerated due to years of careful matchmaking. That being said he's still a phenomenal fighter, just not one of the 10 best ever.

I think a lot of people have a bit of a sour taste in their mouth about the fact that he got a draw against Pernell Whitaker when he lost basically every round except for maybe the first 1 or 2.

Boxing history is littered with phenomenal pros.

He was great, and most people really liked his style....but Whitaker... would have a more legit claim than Julio....though folks weren't as thrilled with his cleverness, as they were with Julio's earnest assault. But when placed in the same ring at the same time, one dominated, and the other needed that exact judgment I just described, to make for a very unfair call.

Also...I will admit, Julio kept serious....and Whitaker turned partier, squandered a lot of his respect, and thus most hope for an honest eval in the eyes of the public.

Had he walked the SRL path, he might have earned and been given his proper kudos.

Chavez is arguably top 20; top 10 is pushing it. He certainly fought some stiffs, but he also beat a lot of quality competition. Unlike some people (like May... cough) , he didn't just wait until a big name was well past it and then fight him.
Whitaker himself is arguably top 20 as well.

Mayweather fought a few guys past their best, but he fought a lot of guys at their best too. Mayweather's resume is a lot better than Chavez's.
