Not after '95 he wasn't. That's why I said Oscar or RJJ. If you're looking at the 90s as an entire decade, those were the consistent best and at their peaks.

Between October 1992 and May 1999 Oscar Delahoya won 31 fights straight as well as winning world titles in four divisions.
