They have jurisdiction over all professional contests that are held within the UK, no matter which sanctioning body is involved.

I know eliminators are easy to come by but what the hell have these two done to deserve even consideration?

Word on the street is Danny Williams takes on James "Lights Out" Toney in a clash of blubbery, aging but 'name' heavyweights in London in the summer.
Williams, you will remember, burst the comeback bubble of Mike Tyson back in 2004 but was then hammered in eight rounds by Vitali Klitschko in a crack at the WBC heavyweight title in Las Vegas. Danny reinvented himself at domestic level, winning back the British heavyweight title, and showed he was far from finished when he busted up big-hitting Ukrainian prospect Oleg Platov last time out in December in Switzerland, although it was ruled a no-decision. The 34-year-old Brixton Bomber was winning and winning in style when cuts saved Platov in the fourth.
Fast-talking Toney, in contrast, looked lucky to take a 10-round split decision over New York clubfighter Danny Batchelder in his last outing and tested positive for steroids again and copped a six-month ban. The former middleweight star from Grand Rapids in Michigan (Floyd Mayweather territory) has done a lot of living since crushing Michael Nunn in 11 rounds in 1991 and holds a stoppage of Evander Holyfield in nine rounds in 2003 and a draw with Hasim Rahman for the WBC heavyweight title in 2006. At his best, the cute, punishing Toney would have picked off slow-on-your-feet Williams quite easily but two recent losses to Nigerian strongman Samuel Peter and the Batchelder shocker signify one thing: at 39 (40 in August), Toney looks ready for the taking.
"Toney is a big name and will help Danny's reputation," said promoter Spencer Fearon. "Plus, he'll make Danny look like he is in condition!"
If the American is 'prepared', and gets through customs, his defensive ability and eye-catching counters give him an obvious shout. But on home turf, Danny's strength and underrated boxing skills should see him home to the points in a real curiousity act.

The weight in will more than likely be the most interesting point of this encounter.

As their pot bellys collide they probably wont be able to reach each other with punches.
