Edit: quick search on google shows pictures of him doing it and that many old time fighters did it believing I gave a better work out and the extra ankle support was a good thing.

Ali often ran in his 'military boots'....this is clearly evident on many training clips of Ali. From memory you can see this in 'when we were kings'. As to who done it first Im not sure.
