There were recent reports that an opponent was to be announced today.
But nada.
A couple days ago during a live Instagram video chat, Fury did come to an agreement to fight his buddy Briggs in September.
The details were apparently hammered out while Briggs was casually taking a dump.
That's seems very apropos for a fight between these two.

TF is good for boxing. He gets media time, no matter the trash he talks. As a boxing fan, I love someone like him to come in and stir things up. His first fight or two should and will be against bums. If he looks great somehow in first fight back, things could change. He is obviously motivated. Agree and disagree with parts of this. Having an unbeaten former heavyweight champion active is a good thing. But he shouldn't be coming back against some absolute bum. Point is first fight after three years. A fighter needs to get his/her feet wet again. They'll have an idea though. As said elsewhere Mayweather and Leonard had two/three years out and came back against Marquez and Hagler. Again, if he wants respect he could do with not slagging off fighters who get injured or use weak excuses, and then use the same weak excuses himself. Likewise, it's a better look if you're going to come back against a total no-hoper if you say 'I need to ease myself back in as I've been out a while' rather than harping on about beating Joshua and Wilder at the same time and fighting Igor the taxi driver.
