Less to previous eras doesn't mean rare in today's time. It just means less than previously. Same right on 'books' are not always practice equally. Rights also doesn't equate to not being racist. How can someone who's not of the discrimatory group tell that group or a person of group that racism is rare if they don't experience as the dominant race. How has BLM the so called supremacist group affected you personally? Me and many other non-whites can tell personal stories of how racism has affected us. Well, there are some examples of racism like the BLM supremacist organization but generally that's it and institutional racism is also very, very rare in today's world - which is good and I'm happy about that.
Institutional racism is rare, especially when compared to the previous eras. Of course, there are examples like racial quota on universities in some countries or even recent examples of racist states like Zimbabwe under Mugabe but yeah, racism is relatively uncommon these days, isn't it? Today, all races have the same rights in almost every place in the world.
