often guys in this list will come off inactivity to crush a can. in the meantime the division will have changed, and it is often appropriate to reposition a guy who scored a meaningless win based on what else has happened. we also get guys who simply hold on by attrition too long, without doing anything, and being able to vote them down on a win gives us a chance to account for that
