Wlad only had right hand wrapped up
If you watch the footage showing his glothes coming off it shows that only one hand was wrapped, this just shows how one dimensional he is, the whole fight he only throw power shots with the right and just sticks out the left to keep chagaev at bay, haye would easily beat him if he circles him on the right so he cant jab you with the left to create an opening.

I did'nt think you could fight with only one Hand Bandaged.. Who signed them??

I noticed they were missing too but assumed that the wraps on the left hand must have been cut off in double quick time.

The rules state the max amount of wrapping you can use, but no rule on the least amount...
