Newspapaer decisions

I was wondering if the newspaper decision was based on all the sources available for a fight.
For instance Bobby Burman versus Danny Kramer is listed as a draw on date 2/1/1922-(Phila Inquirer had a different decision from Philadelphia Bulletin) I just got a copy of the first ring magazine dated 2/15/1922 and it says Bobby Burman defeated Danny Kramer- Does this make Burman the winner of the fight (2 sources to 1 source) or would it remain a draw. Kramer had a 32 match winning streak at the time of fight. Thank You

Many times it was whos manager got to the phone first. Sportswriters from competing papers each had pet fighters especially if it was a hometown fighter and some were not above taking a few dollars for a nod in their direction.
