Shown on the records as a TKO winner for Valdez but announced on TV as a draw

I thought it was a TKO win for Valdez which was changed to a technical draw immediately after the match, being changed later on again by the local boxing commission again to a TKO win for Valdez.

I dont think it was a headbutt, but a punch that caused the cut, but yeah, I think its been changed back (again) to a Valdez W TKO3, which is the right result. Montiel was losing.

BoxRec is showing a technical draw again. Has the commission once again changed their mind or was the result change in December (from D-TD to W-TKO in favor of Valdez) just an error on the part of BoxRec?
