There are a limited number of spots at each weight class for the tournament--based on the number of days of competition you can only have so many boxers. Every region can be represented, but some don't have boxers at certain weights, leaving voids at certain weight classes. Boxers who feel they want to fill those voids can apply and are selected to go as an independent boxer unattached to a region. So you can lose in the local or regional tournament but if there is slot open, you can still go to the nationals. Last year, it was more clear what the criteria was and who actually had to approve selections (I think it was just three individuals, High Performance Director, CEO and athelete rep). Not sure about this year because I didn't look at the application. The actual term "at-large" by definition means [the boxer] is representing as whole and not a particular region in this case.
