They feature in every Rocky training montage so I would say they are an essential part of any gym

Aren`t they to do with developing the forearms/shoulders?
Gym I used to use had a bike frame with just the rear wheel on the wall .. and you would peddle it with your arms ... that was a much harder work-out.

we got one put up in our gym about 3 years ago, for the first few weeks some of the younger lads were having a go on it but the novalty soon wore of now nobody goes near it.

You mean a speed bag mate. Speed ball is attached to floor and roof by bungie cord.
We have a Schwinn Windjammer in our gym which is along the lines of the bike in your gym.

Speed bags are one of those pieces of equipment that most gyms have because they have always been associated with boxing but they don't do much to make you a better boxer at all. Sure they work the deltoid muscles in your shoulders but that is about it. I was taking one down in my gym once and a guy asked why and I said because they don't do any good. He says what about hand eye coordination. I said watch this. I turned my head away from it and proceeded to hit it like it is supposed to go (fast). It's a 3 count. You hit it, it hits the platform 3 times and you hit again. Once you have the timing down, it's like riding a bike.
The double end bag (floor to ceiling) is a good bag. If you use a rope on top and bungee on the bottom with the right tension, it is great for learning how to move your head out of the way of punches.

T thought the main aim of the speed ball was to get the hands used to being held up. There is a bit of a timing element with it but most hit the ball with the side of the fist in a downward motion. There may be some benefit with hand/eye coordination. For about £50 I think it'd be a good novelty for the garage gym; it can't hurt.

A key principle of training in any sport is that it must be specific to the activity in question. As far as I can see using a speed bag isn't specific to anything I've ever seen a boxer doing in the ring.

3 min rounds, hands up surely will give you stamina in your shoulders. I thought it was about training fast twitch muscles in your arms, giving you more snap.

Used correctly there good but not many use them correctly , used to piss me off no end when you were trying to explain a move or a punch to someone and could'nt here yourself for some pratt hitting it has hard has he can , just to make a noise and think he's training hard .
Given that situation i would walk over and instruct him /them , to use it properly and that was ,
Raise your arms ,hands above your head, elbows in together
hit it gently , with arms and elbows continully held up high , get the ryhtm but never drop the arms
keep it up for 3 minuites , times 3 rnds ,
when you think your arms are gonna drop off , fack off and remember not to be a noisy little pratt when the trainers talking , and remember when you have your first fight and cannot hold the arms up , for the whole fight , that the equipment was there to be used for a reason, and the reason is'nt thinking your facking rocky while you watch yourself in the mirror
