Does Crease's inept mngmnt of Duran contstitute a Sim crime?

In several states of the U.S. and two provinces of Canada the answer is yes.

However is there a "governing authority" to prosecute this heinous act over the internet?

Can we get a legal opinion on this? Certainly under British law their must be a way to set this matter straight? Or can such a set of circumstance be allowed to continue unabated?
