Qualifying a country versus qualifying a particular boxer

AIBA requires individual boxers to qualify for the Olympics rather that qualifying a country. However, AIBA is allowing a country to qualify a spot for the Pan-Am Games rather than qualifying individual boxers.

The qualifying process for the Pan-Am Games states that the winners of the 2010 USA Nationals go to the Pan-Am qualifiers to qualify Team USA for that weight class. These Pan-Am Games qualifiers are scheduled to be held in March, April and May 2011. The actual boxers who will compete for Team USA in the Pan-Ams will be the winners of the U.S. Olympic Team Box-Offs (aka Olympic Trials) unless they are unable to do so in which case it would continue on down the line of finishers at the Olympic Team Box-Offs (#2, then #3 and so on).

This process is what I wish the IOC/AIBA would use for the Olympics. That way the next Joe Frazier will have the chance to win the Gold at the Olympics when the qualifying boxer is unable to attend the Olympics.
