WBU heavyweight title

Tillman v Browne is not for the WBU world title. It is for the vacant WBU Intercontinental belt.
The current WBU world heavyweight champion is Gene Pukall.

Neither of these organisations is the former WBU, which vanished 2010.

Pukall holds the title of the new founded, Germany based WBU V. organisation.

Correct.
There is also a new USA based WBU (affiliated with the IBU) They haven't sanctioned a 'world' title fight as yet.
BTW The July 16th vacant IBU heavyweight title fight has been postponed until September 10th.

Do you have a source for the postponement? Has the whole card been postponed?

The whole card has been postponed.
It is also doubtful that it will be McCall and Cooper contesting the vacant title on September 10th.
The info should be on the IBU website, but I've just looked and the site is down at the moment.
