He'd beat Williams pretty convincingly, and holds all the necessary edges to beat Ross as well. Ortiz was so well rounded that it's difficult to exploit any flaws in his game, but at the same time he lacks the key strengths to exploit any of Whitaker's holes, outside of perhaps the right hand. I'll take Whitaker by narrow decision.

Armstrong might just be too much. I'd take him by close decision that people would argue over.

Beats Williams convincingly? Based on what? Having issues with Freddie Dawson?

Williams would be BY FAR the most skilled and talented fighter Pernell would have ever faced, whereas Williams fought in a frikkin LOADED era of talent.

It's a styles issue. Williams went 1-3 with the slick boxing Willie Joyce in his prime. He was too methodical and patient for boxers of that style and class. It's the main reason a fighter with his punching/finishing prowess didn't have a higher KO percentage. He fared much better against the pressure fighters and fellow boxer-punchers. Slicksters (the top quality ones) took the play away from him and didn't give him the opportunities to explode. There were none better than Whitaker.

I agree that Whitaker style-wise will give Williams lots of issues, but at the same time a peak Ike is in another league than`Mayweather, McGirt, and Ramirez.

So is Whitaker; that's why he dominated them. Sweat Pea would have Ike frustrated all night; except for a few scary moments, Whitaker takes this wide.

I don't think Whitaker "dominated" McGirt the first fight, but in any case, although he was able to beat all of them by comfortable margins, he got hit enough vs those 3 that I don't think Williams or any of the rest will not give him by far the toughest fights of his career (excluding the tail-end of his career) and they certainly have the ability to beat him.
