I saw their 2008 title fight for the first time and was wondering why they didn't rematch, it looks like the IBF stripped Paulie for not facing him, was just wondering why.

Because Ngoudjo beat Paulie up and it was a situation where Paulie wasn't going to make a lot of money losing to guys no one in America cared about. Meanwhile, Hatton was gunning to make a fight with him, and so naturally that was the better option.
