Generally every Title organizations rankings are questionable at best, and piss poor at worst.

There's nothing surprising about Povetkin being rated as a top-15 heavyweight, because that's what he is.

Perhaps he deserves a top-5 rating, but it doesn't really matter since he automatically qualifies as a valid title challenger.
