Russia is the most permissive country when it comes to PEDs. The entire Russian track team was banned from the recent 2017 World Track & Field Championships. Russian athletes that could prove they were not taking PEDs were allowed to compete as independent entries, but not for the country of Russia:

Russia will miss this summer's World Championships after athletics' governing body voted to extend their suspension from international competition for state-sponsored doping.

However, some Russians may be able to compete under a neutral banner, if they can satisfy testing criteria.

Russia was suspended by the IAAF in November 2015, meaning athletes missed the Rio Olympics last year.

The country is now not expected to be fully reinstated until November.

WADA have recently admitted that the evidence against Russian athletes was not sufficient for suspension and yet the vast majority of them were banned without any investigation being performed whatsoever.

I believe that most of them have subsequently been proven to be clean.

Russia would be the spot, though two lazy drug addicts are tough to get together.

I would solicit promoters in Moscow, New York, Melbourne, Sydney, Auckland, Vienna, Toronto, Montreal, Los Angeles, Singapore, Geneva, Seattle, Sao Paulo, Buenos Aires, Rio de Janeiro, Vancouver, Paris, London, Johannesburg, Helsinki, Zurich, Oslo, Dallas, Copenhagen, Tokyo and any other possible venue where this fight could be set up and just keep going until I got major interest.. If 2 world famous boxers want to fight each other they need a venue and a promoter.

One of the reasons Cus D'Amato was so successful in driving Patterson and Tyson to World Titles at 21 and 20 years old -- and keeping them in one fight after another in extremely rapid succession -- is he sometimes stayed on the phone for 8 hours straight... He said there was no excuse for not getting your boxer fights and having him sitting around idle for months and months, because "SOMEBODY out there wants to make money -- and doesn't care if you get some or most of it, as long as they get their cut. The only way for you're ever going to find them is to stay on that phone."
