It was officialy ruled a TKO by the NSAC. That overrules whatever the announcer may have said.

The NSAC rules stated if an accidental foul causes an injury, and the injury is severe enough to terminate the contest immediately after four rounds have occured, the contest will result in a TECHNICAL DECISION awarded to the boxer who is ahead on the scorecards at the time the contest is stopped.

There was no foul, four rounds had not been completed and, besides that, we have the commission's report which says TKO.
