Which boxing region is the best?
i think there are 7 major boxing regions (of which 4 are more significant than the rest)
1.Eastern Europe/Post-Soviets (countries of the so-called ''eastern bloc'' and past soviet republics)
2.Western Europe
3.USA and Canada (and also some islands like Jamaica, generally English speaking America, does not include Puerto Rico)
4.Latin America (Spanish/Portuguese speaking America, includes Puerto Rico)
5.Asia
6.Africa
7.Oceania

if we combine both west and east euro scenes, then it actually makes it international enough and competetive with north american scene which includes such powers as USA and Mexico and also Canada

Is Kazakhstan in Asia or Europe (as part of its land falls between both regions)? It doesn't seem clear to me, but most of the things I've read states that it's generally considered to be within Asia.
geographically about 97% of it is Asia i think, just a small part is in Europe

The British boxing scene is the most interesting, because it has a similar amount of world champions than other countries that have been traditionally successful in the sport, whilst also having less than half their populations (i.e. USA, Japan, Russia and Mexico).
If the only barometer to gauge the term “success” referred exclusively to world titleholders, then Asia should be considered the “best” region.
I suspect that the sport is commercially more successful (i.e. popular to mainstream casuals, resulting in significant revenue generation) in the USA, the UK and Germany.

The U.K. scene is about as Red Hot now as I've ever seen it, and has become a real great region for Boxing. Eastern Europeans have obviously been doing fantastic of late as well.
Latin America has always been a force in Boxing. The U.S.'s impact on the sport is definitely dwindling, but there's still a lot of very great American fighters going right now.
As a fan the place I'd want to be to enjoy the action the most right now is the U.K.

these numbers on the right side are what amount of points had their top 20 fighters (from #1 to #20) number 1 was Pacquiao with 583 points later are the likes of Nietes, Tapales, Ancajas, Sultan, Donaire and so on, and these 20 Filipino fighters combined have 3494 points. In the context of your measuring the "best" countries, I doubt that BoxRec is an appropriate tool, because it rates Jeff Horn as a top-ten pound-for-pounder, which is clearly incorrect.

I'm a big follower of the Asian scene and I'd suggest that Japan and the UK are the two best scenes right now.
The Japanese scene has a golden age right now following a change in their domestic amateur scene (the high school championships have helped through a new generation) with their lack of domestic televised fights being the big draw back. They have a solid number of televised fights but other than the G+ shows most are either tape delayed or world title bout. Boxingraise and Asign have done well in filling the gaps but still not enough live stuff.
The UK goes the opposite way, a lot of live action but hiding it behind a high pay wall freezes out fans who want to see the top names. In Japan top fighters get multi-million viewing audiences as opposed to much reduced number on Sky Sports and BT. The fact the media in the UK seems unsure whether it should support or hate boxing is also interesting, though swaying positively in recent years.

Well western Europe, specifically the UK, lead the world in paper champions. The Soviet countries are awesome if you like like guys with skill and power, who look great going up, but fail as soon as they're up against it. American is the place to be for guys with all the ability, who's careers get derailed by the buffet. And East Asia is the best for tiny guys that make up for their lack of defender by punching chuck out of each other in till they are shot.
